Altaria and Garchomp were dragons to begin with.

Sceptiles literally from the Dragon egg group though. It has nothing to do with being a reptile as it always had a blood connection with dragons.

Actually is the shit resolution of the 3ds that makes them look bad at distance, most models are pretty precise about proportions with a few exceptions.

However there's nothing wrong with the proportions of Arbok model, compare it to the artwork if you want.
About the colors, the models try to be more faithful to Sugimori artwork (which are a lot more paler compared to the anime and older games). Not defending it, I'm not annoyed by the colors but I can see why some people are, Oras tried to be more colorful but with the overworld only, maybe Sun/Moon will be bring back all the saturation including battles, but I don't think it will look a lot better considering the shit resolution of the 3ds.

I can see where he's coming from, Eastern element systems often combine leaf/plant/nature/wood/etc with wind into one element, but pokemon obviously doesn't do that so there's no reason to expect serperior to become a flying type
