Final fantasy legend 2 (Saga 2) is the closest thing. If you chose to you could have monsters in your party that could turn into almost any of the different monsters you fight. I think I read somewhere that gamefreak was inspired by it but who knows if that's accurate.

Objectively the compendium feature is a way to resummon every demon similar to a PC, it just costs you as opposed to permanently keeping them.
The first one didn't have it but I'm pretty sure the second one did.
Heck, they even give you a completion percent for the compendium in later entries, and there are often rewards of some kind for getting close to or all of them.

Basically before Pokemon came out a made it a genre on its own, I'd say the 2 RPGs that came close to it in terms of crude concept (catch monster > make it fight and grow stronger by your side) were Shin Megami Tensei and Dragon Quest V.
