There's where you're wrong, and also the answer to your problem. It's not a crocodile, its a Krookodile, a fictional species designed after real world crocodiles.. while they look similar, they operate on different rules that are determined purely by Gamefreak.

Real world crocodiles can't shoot lasers. A krookodile can't use Surf. Simple as that.

It's in the Field egg group, not Monster. Pokemon in the Monster egg group include Surfing through water as part of a cohesive kaiju theme. Without being in that group it would stand out too much to have a strange high-powered water move.
