Can someone please explain why azumaril is water/fairy but milotic

It just looks like a fancy sea-serpent to me.

i dont think milotic should necessarily be a fairy, but i wouldn't object to the typing. however what azumarill should not be a fairy, is it actually?

The design is more about "beauty" than critters from myths. Azumarill has that "Moon Rabbit" motif going on which is probably why it got retyped. Marill originally was a pink fairy mouse aswell

the same as why charizard isn't a dragon, typing is subject to balance of the game rather than pokemon design

I thought Charizard wasn't a dragon because dragons in Gen 1 were supposed to be this super rare and hard to obtain but very powerful pokemon. So getting 1 simply by pressing A 5 minutes into the game would kinda defeat the point. The same as to why Gyarados wasn't a dragon.

not to mention milotic is a lot more iconic than salamence. while salamence was used by drake and that's about it, milotic was used by Wallace when he was gym leader and when he was champion.
additionally milotic appeared in the anime a lot during the hoeen arc, under the ownership for coordinators, juan, and pike queen lucy. salamence however didn't have a major role in the anime until the sinnoh arc where one was used by hunter j.
Salamence had some relevance in the pokemon special manga as ruby was attacked by one as a child that gave him a scar, but even i the manga milotic is more relevant since that same character raised a milotic.
