Phione has literally no positive traits. It looks almost exactly like Manaphy and serves no purpose that Manaphy doesn't serve already. I don't think there's even an explanation to why Manaphy can breed but the others can't. You can't use it competitively because it's banned in VGC. It's moveset is utterly unremarkable, it doesn't even get Manaphy's signature move. You would almost never use one in-game since it requires a Manaphy to breed (which is already pretty hard to come by). They're completely worthless on the GTS because anyone who actually remembers this sack of shit already knows that they're better off just trying to get a Manaphy and breed their own. It's not exactly like Sinnoh was running low on legendary/mythical Pokemon either.

I'd say it is the only Pokemon that would be better off not existing at all.
