Flygon is more common because it's more versatile, but it's not really great at anything. Haxorus is only good at one thing, but it's absolutely great at that one thing.

Druddigon, M-Ampharos, Altaria, and maybe some other one I'm forgetting are far worse, though I've heard Druddigon is really good in its own tier.

M-Sceptile may be worse than Haxorus, as well, not really sure.
