if you ask me what Pokémon's oldest meme is, it's that Gamefreak hates Raichu. Yet I still have not seen any evidence to support this claim. Raichu is not ignored any more than 90% on gen 1 Pokémon. As a matter of fact it's still merchandised in this gen when you can't say the same for something like Dewgong

If you're willing to breed for HP Ice and Nasty Plot, you can use it to some success, but Jolteon will be better most of the time. 110 Speed is still good and it gets Nasty plot, so it'll never be totally unusable, there will just always be far, far better options.

His added speed this gen makes him a great pivot. Volt switch and thunderwave make him great support. Nasty plot, hp ice and, thunderbolt give him great coverage. He's dec in singles and op in doubles where volt tackle ohkos kyogre.
