It is still stopped by conventional counters such as other Fairy-types and Steel-types, if you rely on Choice Band for power, you'll be locked into either of the Outrage moves, too.

90/80 are too low for offenses to be OP IMO, even with its typing.
I've always imagined a Fairy that looks similar to your pic, with Levitate, basically a glass cannon, and has a Fairy Draco Meteor, since I love that move.

If you're going to take away from Speed, then you might as well give it priority or stat boosters to compete.
I've been imagining Dragon Dance, after a couple more generations, boosting Attack, SpA, and Speed, to keep up with the power creep

Power creep is annoying.
Dragon and Fairy STABs are redundant. It would never use both unless it had absolutely no other useful moves to fill all slots.
