I would guess that the DS sets a memory value for how long it's been since the clock was changed, and the game goes off of that, since it makes you wait 24 hours before you can access time-restricted features again. Which is total bullshit since the DS doesn't automatically adjust for daylight cucking time, forcing you to either be an hour off half of the year or wait 24 hours twice a year to have your time right.

Actually in Gen 4 (and maybe Gen 5, I would assume so), it only locks you out until the rest of the day. If you change the clock to 11:59, go in-game, and let the date roll over, you can do whatever daily events you wanted to do.
Gen 6 has it be 24 hours though, you're right.
