I'm at least glad they included it in ORAS so you can technically bring it to X and Y, but why the hell did they leave it unused in the first place? Was the Lumiose Cookie that important that they scrapped another item that would do the same thing?

I don't know, Game Freak is inconsistent about redundancy. If I remember correctly, all the other similar items like the Rage Candy Bar, Lava Cookie, Old Gateau, etc. could be obtained in the games they were introduced on.
