If, using clover, you log out and log back in with your pass, it reduces the lockout from like half an hour to a couple minutes.

IMO the solution to this would be allowing you to register two or three devices that stay permanently cookied.

It might result in some slight abuse but I can't see it being problematic (to be double-sure, you can't change devices but once a month).
