There are JANITORS, MODS, and GLOBAL MODS.

Janitors are responsible for individual boards, they have lives too. They can't be your nanny.
Mods are responsible for 4chan in general, but have limited powers and active hours.

At first you were just being a dumb person focusing on semantics when clearly "mods" was just a catch-all for those who perform moderating actions on 4chan, but mods do give out bans. Janitors only submit ban requests.
