Why can't 4chan pass users post larger file sizes on /b/?
/b/ is a busy board, but I'm sure the money I pay for the pass will cover the extra MB of bandwidth.
Because new moot is already hemorrhaging money if I recall correctly, so that could be why.
Because giving pass users special posting rights on all of 4chan is against 4chan's ethos. moot was always against giving people who pay special privileges like that, and hopefully hiroshimoot is as well

It's against 4chan's ethos, but moot implemented the 4chan pass to deal with the money problems. Not requiring a captcha, and posting from a proxy, is a special privilege provided to 4chan pass users, and was used as incentive/reward for supporting 4chan monetarily.
Now Hiro has limited some of 4chan's functionality, so it would be nice for those who support the site to regain some of that original functionality.
