Free users already do have upload size restrictions and always have.

And it doesn't really matter if content gets taken down with 3rd party hosting, since it won't be up longer than [lifetime of thread] + 1 week (if it's on an archives enabled board)

Personally, I think reducing archives to three days instead of a week would be a lot better use of resources, or maybe having a per-thread vote request system (e.g. a thread needs 5 votes to be archived, maybe require a 4chan pass to make archival requests).
