I just tried to watch a 2 mb webm and it took me 4 minutes and 2 seconds to actually load the fucking window, getting 100mb downloads.

Nope, any image hosted on 4chan is loading slowly. is.4chan (OP's image is a good example) and 4cdn load pretty quickly but it looks like which server is used for what image is random.
