obviously many clubs here are only for students, there's also a Japan centre nearby located at university's building and it hosts a bunch of clubs, like tea ceremony and calligraphy. Now, these clubs are not student-only.

Try to search for these in your whereabouts, if you hadn't given up hope. I know there aren't many of these for adults, but some, like martial arts clubs are. You should try to go in that direction and find something out.

If you truly don't have clubs around, libraries must be, so you could try these, too. But if you ask me, it's rather creepy and awkward to approach women there for no reason, while in clubs there's a reason for communication. That makes it easier.
