I don't even know how people can misunderstand this. Consecutive here refers to enemy attacks that are not interrupted by retaliation. That includes ranged units doubling/quadding you regularly if you don't have DC, Hector's Armads double hit when you attack him but don't double, doubles from firesweep or desperation users, and any double under the effect of Candlelight or that one AA item. This means you can safely reduce non-QP Amelia's Bonfire proc by 80% when you attack her while also charging up Aether, and you can laugh at QP Rein's memebow hit.

No. Epharim's resistance is limited enough that he won't be surviving blue or green mages anyway. DC is only really solid against archers and there are maybe 4 of them (Lyn included) that are worth using so the opportunities to use DC advantageously are few and far between.
