Too early to say. They haven't done themselves any favours by making the initial release mostly recycled assets and rehashes of already existing mods, but that's only a major hurdle for them on PC; console players are another matter.

It also depends on how true Trainwiz's claims that they have bigger proper-DLC sized stuff in the works are; if they can deliver something actually worthwhile, they might be able to make it stick. If they continue with $5 gun reskins, they won't really be able to compete with the Nexus.

I wonder how many years the Nexus has before Bethesda sends them a C&D?

It's mixed.Interior Cells respawn their loot after a while but it's locked to the level and doesn't scale anymore.
Levelled Powerarmors you can find in the overworld are also level locked. So if you run through an exterior cell that has a PA hidden somewhere in it it will forever be a T45 even if you come back months later.

The Institute kidnaps people for various reasons
1. They do so to replace them with synth agents so they can spy on areas with high levels of Anti-Institute sentiments.

2. They replace people like the mayor of Diamond City, so they can control the populace, and drive them against each other, so they can't untie against The Institute.

3. The replace people like roger Warwick so they can seize areas of resources and do experiments on the surface such as testing new kinds of crops that thrive in radioactive environments.

4. The people they replace are killed.

As much as I complain about New Vegas being the most hand holdey, spoon feeding, game made, I sometimes wonder if Obsidian did it because they knew people couldn't be assed to actually ask questions or pay attention.

Sort of, you can ask him why the Institute bothers to fuck with the people of the surface like that, and Father explains that while they don't typically care about what the people of the surface do, they also understand that the surfacers paranoia makes them violent, and likely to try to attack The Institute, and only a fool would be blind to such threats, so they take measures to ensure that The Institute can't be harmed.

Long version of the story

Back in the 2170s The Institute made it first contact with the people of the surface.

They started trying to help the people of the surface rebuild their lives, and spent several years helping the formation of the Commonwealth Provisional Government(CPG)

The CPG fell apart due to infighting between the various representatives of the commonwealth settlements, and the people of The Commonwealth used The Institute as a scapegoat for its failure.

The Institute was pretty peeved about this, but decided the best course of action was to simply just go back underground, and stay out of the surfacers way, in an attempt to show they meant them no harm.

This didn't really work, and for the next 40 or so years, the people of the surface blamed The Institute for everything that went wrong in their lives because

What caused The Institute to change its course of action was the Broken Mask Incident, which resulted when a early prototype Gen 3 synth was let out onto the surface on accident, and it made its way to Diamond City, where it eventually shot up the market.

Fearing this might be the boiling point for the paranoia of the people of the surface, The Institute started sending out a few synth infiltrators to try to deflect people's attention off of them, in an attempt to tune the paranoia down.

This plan largely backfired when The Railroad came into existence, and they started helping Gen 3 synths escape, and started inserting Gen 3's into the avarage population in an attempt to hide them.

These synths were eventually found, and then the people of the surface started blaming The Institute for even more synth infiltration, when it was really mostly the Railroad.

The Institute created the Courser program in an attempt to reclaim these synths, and to get them out of the surface population, so people would have less reason to believe Te Institute had all these synth spies everywhere when they really didn't.

Na, House is an idiot a a whole slew of reasons

1. After waking up from his coma House did nothing to try to secure a powerbase in Vegas, leaving it to rot, when he could have stabilized and rebuilt the city nearly a century ago. Him doing nothing left him in a vulnerable position when the NCR came, since he had nothing to defend himself with.

2. When he did eventually do something, he forced most everyone into decrepit slums, simply because they wouldn't cosplay for him. This in turn vastly reduced his powerbase, and made his position weak, since now he had to deal with not only the NCR and Legion, but also the horde of people around his Strip that hated him also. While the appeal of Vegas is the Vegas cosplay stereotypes, Vegas is not run solely on those kinds of people, and House would need the more common person to help keep the city functional, a chance he blew entirely.

3. When it came to actually running The Stp, House demanded everyone follow his rules, and refused to make any real contact with the Three Families, instead just taking a large part of their earning for himself. Any businessman can tell you this is a bad move, becuase it makes the people under you feel like you are tkaing advantage of them, which is exactly why the Omertas planned to attack The Strip, the White Gloves tried to go back ot being cannibals, and why Benny, House's own chosen successor, betrayed him.

4. To make this whole thing even more funny, if you look at the computer in the Securotron Bunker, you will see that the technical fault which made him unable to control it directly only happened a few years ago. Meaning, had House actually done anything decades ago when he had the chance, he very easily could have gotten the chip, and activated the secrutons there, long before the NCR ever showed up in force.

And all of this happened for no reason beyond the fact he was so stuck up his own ass he couldn't even begin to consider the idea he was wrong

Dont mistake my feelings here anonymous. Im not a fan of level scaling to the point that everywhere in a game just stays at your level at all times. Im not complaining that things do not keep up with my forever, its a valuable part of the rpg experience to go back to a lower level area and just slaughter everything.

I just want to ensure that every level locked location is at its maximum possible level. I do not want options destroyed for me, the option to go to a location and get the most out of it. I want to get the most out of everything, ive spent 3 days after buying this game just researching the perk system and making many different characters to do preliminary testing in the early game before i settle on my main playthrough.

Ive not got it all worked out, but then this comes in, and whereas just moments ago i was feeling confident that i could finally start to enjoy the game, now this entire new avalanche of doubt has collapsed on me anonymous. I cant breathe! The ice is suffocating, its so dark.

I cant cheat but i can exploit the fuck out of the game system. I typically dont leave the skyrim tutorial untill ive beaten poor sven for a few hours, and in morrowind i always got to 20 in balmora using alchemy, spell school leveling, and training to get those optimal 5x multipliers.

This is how i aproach all bethesda games. Its fine, i always get hundreds of hours each even after i stop doing this initial thing. I can not tollerate blind playthroughs.

If it makes you feel any more optimistic the build i settled on is not a stealth sniper, im not even taking vats critical stuff untill around 50. Im roleplaying :^) But my roleplay has to be finely minmaxed and planned out ahead of time. It is the final ultimate form of minmaxing, both gaming the games mechanics AND ensuring immersive cohesion simultaneously. Not for the squeamish.

I'm using one of those level scale mods actually. A look at fo4edit and I learned all it does is set the level range in all areas at 0-127. I'm guessing it's probably due to a 2^7 hard limit on it, so no more than 128 possible values.

That would be quite easy. Just set the minimum level to whatever you desire.If i set the minimum level of an encounter zone to, say, lvl30, it will always calculate every actor and object to at least lvl 30 even if the player enters at lvl 1.

Problem is you'd have to do that manually for each encounter zone. And not every dungeon is a encounter zone. Many other locations are simply regulated by the IHoursToRespawnCellCleared scriptvalue

I think the only way they'd do UI mods for CC, is if they reworked the UI system and launched it as a free update.

Because it'd have to be modular, unless they assign permanent positions, and holotape configuration isn't really seamless.

That's literally what I said. The level range of an area is already preset from the beginning. It only matches leveled spawns with you if you're within that range, never below or above.
For instance, say you have an area with a 10 to 20 level range, leveled npc's will never spawn below level 10 if you're below it yourself, match you if you're in range, and at level 20 max. if you're above it.

Others nailed it. It's more difficult to design a visually distinct and functional energy weapon, plus it has to fit the existing animations or you have to get someone to completely animated a new set.

I wouldn't discount asXas, the various Slavs, or whoever else for doing the Russian weapons, since they're still good models, but it is a lot easier than designing something yourself.

MikeMoore had one or two unique EW weapons that uses FO4's existing animations. The model's are serviceable, though the textures put me off.

BLD doesn't really make the game harder but rather makes it more consistent. Raiders with pipe weapons can and will mess you up and the way it handles health means you won't turn into a demigod by the time you're high level. It can be frustrating at times though, particularly if you use a follower because they'll end up burning through your stimpaks. I'd say it's worth a try though if some of the features appeal to you and if other overhauls like Immersive Gameplay seem a bit much.

Like, if I'm behind a rather large wall on one end, then run up to the other end, the enemy will know that I'm on that end of the wall before I even peek out.

Survival options lets you tweak settings to your liking, like cell reset times and hunger/thirst rates. Vanilla survival also disables the console, manual saving and autosaving and only allows saving when you rest in a bed. Because Bethesda doesn't believe in doing prequels, and Fallout 1 was 80+ years after the war, Fallout 2 was 160+, so Fallout 3 being 40 wasn't that big of a skip.

Any questions of why the east coast was less developed are easily answered by the fact they had to deal with super Mutants, and The Institute, for 200 years straight, while the west coast had the Vault Dweller and Chosen One, to protect them from threats before they became an issue, as well as both Vault city and Shady Sands, having GECKs to jump start their development.

Basically you could do that with any holiday. Someone finds old pictures of santa and his elves, or sports fan during a big game with all the facepaint and whatnot, or people at a renaissance fare, etc. Any holiday or special event today, someone in the wasteland might think was actually a faction of people who always lived that way, and emulate them.

Sort of along the same lines, a voodoo faction. If the game does take place along the mississippi like some people suspect, then hopefully there is a voodoo faction. Perhaps the fallout radioactivity magic produces natural phenomenon that appear to resemble voodoo magic and that gets people convinced it is real, or perhaps people just find voodoo sites and garb and stuff and emulate it. Either way, a Baron Samedhi type character and the accompanying attitude and aesthetic in a faction would be cool.

But as for torture, there are so many other outcomes. Some people may assume you're going to do it anyway, so why "lose" by telling your secrets and also risk getting tortured anyway. You might as well "win" by not telling, and get tortured anyway. There are also the people who just lie because they assume you're going to torture them either way, or they lie just to make it stop. Then even more so, there are the people who are so fanatical to the cause that it means literally nothing to them what happens and they just tell you to fuck yourself. They see you as an evil heathen who is going to to hell and you torturing them only confirms their suspicions, in their eyes. There's also the issue of how you appear to other people not involved, you might find it harder to garner allies in a fight if you appear to be "the bad guy". This applies to nations in a global scale, and within fallout it might apply to "the minutemen" when dealing with diamond city or whatever. For example, I dont like Pickman, but I kill raiders too, and it's because he's torturous about how he does it.

So there are practical reasons to skip torture, as an individual or as a nation, that have nothing to do with "m-muh morality".

But that isn't to say that it shouldn't exist. I'm sure there are plenty of agents and soldiers around the world that swear by it and have legitimately accomplished a time-sensitive goal through doing so. So it's just one of those things that requires discretion.
