Coal is pretty slow to mine in the 30s, the ores to smith the bars (2 coal + 1 iron) is also worth more than the finished bar so even if you mined it all you should realistically just sell the ores and buy finished bars. Also you might want to try Blue Dragons instead since they are much easier to kill, the hides are worth ~1k less and they don't have as good of rune or random item drops but I assume most of the money from your black dragons are from the bones + hide anyway

I might as well just do that then with the bars. Also I have 70 range with range pots and prayer, I destroy black drags quick enough for them not to be a real problem, and the loot is so much better that I rather do that instead.

Dpick is only 15% more efficient than rune, not too crazy of a difference.
You can continue with rune until you can afford dragon without too much of a problem, but if you plan on mining a lot I do recommend getting one, you can always resell it after.
