What you are describing is the CFW, though. The point of a9lh and b9s is to have early code execution. Using a CFW with no proper FIRM0FIRM1 protection, i.e. RxTools, would delete a9lh/b9s in an update, leaving you with stock firmware that's not hackable, unless you have an ak2i and an NDS (or were intelligent enough to have a flashcard with magnethax already installed on it).

Technically you can with burned PS1 games but it requires a specific GameShark version disc and a super slim PS3.
