The difference here is that Roadhog is the more annoying one, particularly during the time where it seems like his hook is traveling dimensions while still behind cover or in a relatively safe space.
With Doomfist, if you don't kill anything you fucking die. There's a clear view of high risk, high reward there. Roadhog is low risk, high reward.

Hack should take longer but not be able to be interrupted by damage. The trade off is your fucking helpless while doing it. Hack should SHUT. EVERYTHING. DOWN. All ults in progress should stop. All passives should stop. Mercy shouldn't float, Genji shouldn't double jump, Rat shouldn't drop grenades, reaper shouldn't get health back on damage etc.
