The change between POR and RD leads up to this, not something new. He finishes his job in Tellius then basically escapes, because he has no option to live a simple life there after becoming the hero.
There is an extent to which readers are trusted to draw conclusions based on the evidence supplied, rather than told explicitly how things are. Personally, I didn't find anything about Ike's character incomprehensible, although I agree that the way he leaves in the end is initially jarring due to how unceremoniously it is presented. A short epilogue scene of him packing, or already on the road at the end, to clarify how or why he left is conspicuously absent.

I also have both Ike and Ryoma and use Ike more. Ike is +Spd/-Res and Ryoma is neutral, and Ike's high defense helps a lot more often than Ryoma's mixed def/res.

Ike's bulk has saved me multiple times where Ryoma probably would have bit the dust, so it wouldn't be a definitive thing.
