Alicesoft started having actual trials that let you try out the gameplay with pascha 3. But that trial had a lot of content from the game in it, although unavailable for the player, which people accessed by hacking the game. 32 bits means you have 2^32 possibilities for numbers. When you have negatives too, then you have 2^31 on each side of the decimal.
2^31 is 2147483648. This number is actually 0x80000000 in hexadecimal, assuming it's a 32 bit, two's complement number. Doesn't look very weird in that format (0b10000000000000000000000000000000 in binary). Not sure why they'd do that instead of -1 though.
I is a decompiler artifact of sorts (or moreso a compiler artifact.) It was likely an enumerated value (EVENT_SEEN or someting) but at compile time, every instance gets replaced by the value. It's why things like the number of provinces are a pain in the ass to change, even though alicesoft (probably didn't hard code them).
And technically, it doesn't mean true. The function outputs the number 1, which evaluates to true.

If you fully decompile the game, it shows up in the globals.jaf file (along with all of the other initializations).

If I can figure out how to get compile from scratch to work, I can actually change the globals section.
