That's not how it works. You have a 75% chance for your 4* to be a CE and a 25% chance for your 4* to be a servant. If it is a servant, you have a 60% chance for that servant to be Nero. Plus, of course, each individual card rolled has a 3% chance to be Nero.

Roughly speaking, if you spend roughly 120 quartz to have around a 47% chance of getting Nero. 240 quartz gives you about a 70% of getting her. 360 quartz gives you an 84% chance. 480 quartz gives you a 92% chance. 600 quarts gives a 95% chance to get her.

This is actually pretty reasonable - you're more likely to get a 4* servant during their rate up than at any other time, but let's not pretend that everyone can get her no problem.

When you get the guaranteed gacha, this doesn't change and you have a 1 in 4 chance of it being a servant and a 3 in 4 chance of it being a CE. This means when you do a 10 roll you have a roughly 25% chance of getting a 4* servant and a 75% chance of getting a 4* CE. If you think aniplex is lying about the rates, then you need to report them to the Japanese government because that would be highly illegal for them to do it and a violation of the gacha laws there.

Nero is a solo 4* during the Nero banner, so you'll want to set aside 115 rolls for her. I'm not sure if Saber Alter is solo or sharing her banner with another 4*, but that would be 115 rolls or 230 rolls, depending.

Yes, I did ignore slightly increase rates due to the guaranteed 3*-5* servant and the guaranteed 4*-5* card, but those odds are fairly negligible in the calculations. Plus, when you are estimating like this (and these are estimates, since the exact rates for rate-up are not known) it is generally better to estimate towards the side of more rolls. If you roll 100 times and get her, then great, you can save the extra 15 rolls you had planned. If you needed to roll 115 when you had planned for 100, though, you've gone over budget and that might be problems.

(Although I'm still not clear if the guaranteed 3*-5* servant roll is always different from the guaranteed 4*-5* roll, or if the two can overlap. It's another oddity that makes it difficult to calculate accurately.)
