Because MoP was a mechanically sound and fully fleshed out expansion that actually had months of realized content at launch.

Shame about those panda thing though, they really tainted it and gave it a bad rep. I really do think that WoD sucked so hard and Legion is also kinda Half assed becasue Blizz put huge effort into making panda land and people shit on it because the overall theme of the expansion had a very narrow appeal. As I've said before if the expansion had been about Carebear alliance helping pandas and Horde helping Mogu try to exterminate them it would have been toppest expansion.
