Having the synergy effect just means if you end up with both servants they get a boost, both of which are perfectly obtainable without needing the other.
Say you had Gilgamesh and Enkidu.
Now Gilgamesh does an extra +2 hits on every card and Enkidu gets +15% attack.
That is the synergy bonus. But both of them could be rolled from the gacha without requiring the other.
If they made special synergy units that require each other to be rolled, that would be illega.
