Most 1* and 2* servants have such low stats that they aren't going to be doing much themselves, and so their utility depends on how well they can supplement their team otherwise. Georgios has a three-round taunt, guts, and a CE which gives the entire team invincibility when he does die. Hans has a good NP and can charge it. Cursed Arm has a high star generation rate. Arash is probably the exception there, since he actually can do some meaningful damage with his NP.

It's more like, some characters have some highly effective gimmicks with specific CEs. Arash's gimmick is that he can hit really hard with his NP, and so a "start with X% NP" CE is really valuable for him. He is a fairly standard 1* outside that, and so probably not too useful unless you really need an Archer.

Dragon's Meridian with Limit Break starts you off at 50% NP, if you prefer that one. It'll probably take a bit to fill up the NP gauge from the halfway point, though.
