I heard these exact same critiques when I first wrote them as being similar to Bonfire/Iceberg (3 charge for 50%). Being similar to Draconic Aura might have been a bit too weak (3 charge for 30%), especially since Draconic Aura has a lower effect because it accounts for your weapon I think.

So I thought 40% and 60% were a more reasonable compromise.

What if it adds the Spd difference between the two units as damage as the 3 charge, and as the 4 charge it'd add the difference x 1.5?

It'd start by adding the enemy's Spd and subtracting yours and that'd be how much extra damage you do. It'd help on really, really slow units, and would be perfect for say, armored units like Effie or Zephiel.
