It's not localized, it's missing 2 years of content. It'd be like if World of Warcraft released right now in a different country with none of the expansions and followed the exact same release schedule. There's a 2 year time difference and NA only has access to about a third of the game the JP does. Considering the volume of new NA players vs large number of current JP users, having both attempt to talk at the same time about matters relating to entirely different events quickly got confusing and only fostered animosity between the two groups.

NA players were never going to be accepted on the regular general, and /v/ throws a hissyfit whenever threads start there.

I think that the extra experience well warrants doing 40 AP, because in order to gain the same amount of experience in 30 AP quest you need to spend 90 AP. That's more than double. Really inefficient unless you're max level, in which case you don't need the experience.
