No, I think Bridal Cordelia is the Stealth Rocks of this game. Can consistently damage a lot of units (as she is neutral, the same way as SR will at least damage a lot of Pokemon for the neutral 12.5%), some she'll do less to (armored units, or think of those like the type resistant Pokemon, who would only take 6.25%), and some she'll just destroy (fliers or squishy mages, just like... Flying types, who would take 25%).

Your reasoning is pretty dumb. First, IS has clearly shown that they can re-stat units to make them unique. Unless you perhaps played the version of FE7 where Eliwood had high res and the version of PoR where Ike is more focused on str than spd. And weapons don't matter too: See Raven, Faye, and anyone who got staff'd.
Second, different stat clearly isn't that important for a character to be added. Otherwise, explain why Lachesis is literally Lissa but with more atk but less def, or Xander and Eldigan have pretty much the same stats.

IS won't add SS units for some reason, but it certainly isn't that one. Especially when archetypal stats have been pretty samey for every FE game up until FE14.
