Unironically Felicia can actually kill him on counter. She just needs some really stupid build. +res -def, with seashell+, fury 3, and guard 3 with the +3 hp seal. She survives with 3 hp and can kill him if she runs iceberg instead of glacies.

I have a 5* Faye I leveled while using her bow exp skill to boost other archers. She has no SI and is stuck with her lousy default kit, but it's easy to find use for a firesweep bow user.
I also have a lousy -speed Mae that happens to be my only blue mage, so she's also an option. Still need to SI moonbow or something on her though.
