But then I use him in more battles, so enemies would stop targeting my Waver, managed to scrape through those battles with Herc finishing them off

He doesnt in UBW. Its literally him pushing his original self down the path he chose when he was a child for as far and as long as he can. He never questions his choices and never doubts where he is going. There isnt any reflection on himself or his actions to allow growth. The other routes arent as bad as UBW in this area but in the end there is very little growth in his character. Shirou is meant to be a broken person. Its been like 10 years since i read the whole thing but from what i remember UBW was him basically realizing his ideals werent perfect and just going oh well gotta keep going. Sure he is aware that his ideals arent perfect but the only route where he actually changes them is HF when its shifted from saving everyone to just saving sakura. Its still a suicidal hero complex and he still truly flings himself headlong into it.

Shirou is a character that has a circular logic and everything feeds into his hero complex which ironically fed by his original victim complex. Any growth he shows is in the end superficial and just a means to push him farther into his essentially childlike mentality. Is there absolutely no character growth? No there is some but the "growth" simply feeds back into his original mentality and goes nowhere.
