IB is functionally the same as TBN/Sheltron when MTing, each generates 20% or slightly over that reduction and is usable for every TB.

120s Vengeance is better than sentinel/shadow wall, that is correct. It is WAR's only clear cut advantage.

Thrill, Dark Mind, and Bulwark are all situationally equal or worse/better than each other.

Holmgang is the worst of the tank ultimate CDs by a good margin.

WAR has Equilibrium, which is good, though balanced by Clemency on Paladin. DRK is a little fucked in terms of self heal unless you consider the over-time gains from Souleater; it's not burst healing in the same way though.

Paladin can also natively trigger blocks ontop of their tank stance reduction, making them generally more tanky at base than WAR.

Anon, 3 minute Holmgang has historically allowed WAR to solo tank shit that neither of the other two tanks can without being grossly over-geared. I don't think that's magically gonna change now.

WAR has issues in fluidity. Their Lv70 big move sharing cooldown with Unleashed is fucking stupid, for instance.

IB is functionally the same as TBN/Sheltron for single hits but it out-performs them on multi-hit tankbusters or sustained damage (especiall Sheltron). Also, with the increased beast gain from Storm's Path & the ability to stock 10 meters the uptime on IB is higher than it ever has been. WAR can chain together enough IBs now to essentially act as a major cooldown.

As you said Vengeance is hands-down the best, mainly because it already has the shortest cooldown on a job that already has the most cooldowns.

I would argue that Thrill is the best of the three since it provides guaranteed mitigation, and isn't as situational as Dark Mind. Also, Thrill synergizes with Conval & Defiance to basically make it another major cooldown.

Holmgang is the best of the three for various reasons.

Clemency is probably better than Equilibrium but it's a DPS loss. Equilibrium is essentially free every 60 seconds.

Also you're forgetting that WAR has another major physical cooldown in Raw Intuition.

I won't comment on PLD's passive blocking since I'm not sure how much mitigation it actually works out to.

WAR's biggest weakness is that it requires a lot of effort & planning to stance dance effectively. If you stay in either Defiance or Deliverance they play great, but having to swap every 60s/2m to do your dps rotation is awful.

Also they have utility issues, but that's common to both WAR & DRK. I would argue that WAR's better personals & self-healing are at least equal to DRK's shareable 10% shield.

SE just needs to make reasons to do old content. Tons of tanks in the game but there's only 3 tanks and the chance of liking all 3 is low so at most that's 2 jobs that rapidly hit 70 because queue times and then they have no reason to run content except end game stuff.

One way to fix it is to create a glamour book like WoW has and then create really cool rare glamour tank pieces from old dungeons. All the tanks in the game would be doing content to unlock cool glamour.

General IB uptime is hard to math out since extra IBs usually get converted into Fell Cleaves, but it being an option to roll more IBs if it was necessary is valid. I think PLD shield ends up winning though on generic fight auto-attack/normally non-mitigated attack reductions still.

Holm's 3m CD has found it's uses at times, but the vast majority of the time I've always felt like I'd rather just have Hallowed Ground or Living Dead. The fights that actually push for 3m Holm usage to abuse mechanics are quite rare, and there's been equal or more times where Holm requires extra effort to play around because the boss's TB segment lasts 6 or more seconds.

Holmgang is the worst for PUG play but in a coordinated group I think it's the best because it allows you to mitigate a tankbuster every 3 minutes without using any of your other CDs. It's not so much an "oh shit" button like the other two as it is a planned move you do to save the rest of your cooldowns. This coupled with the fact that WAR has an entire extra CD in Raw Intuition, and shorter CDs in general on the rest of their abilities gives them hands down the best mitigation CDs.

I won't argue that PLD isn't head and shoulders above the other two right now, since they do equal damage to the other two while still having nearly as good cooldowns and insane utility. But I think there's a real case to be made for WAR > DRK for a lot of groups that aren't pushing for world firsts.

WAR can actually chain together 20-30% mitigation abilities infinitely now if they sit in Defiance and spend all their meter on Inner Beast. I just tried it as an experiment and I didn't even have to use Thrill of Battle, just cycle Vengeance, Rampart and RI with 2-3 IBs between each and Infuriate on cooldown.
