The t9 can be Alsace, which is not really 'paper', just blueprints and never built. They were planned to be laid down in 1941 and 1942, they were essentially France'S response to the H-39 (what we know as FdG in the game).
t8 can probably be Richerlieu.
t7 is problematic. I'd love to see Lyon here, but 4 quad 340mm might be a bit too much balans.
t6, Normandie class. That gives a nice contrast between the Dunkerque prem and the techtree ship.

It's most powerful on ships with 150 mm to 154 mm guns (except KM CLs, because they have improved HE pen already), because it without it their HE can't pen 25 mm, but with it they can pen up to 32 mm plate, which is widely found from T8 up. It's also useful on ships with 155 mm to 192 mm guns that will see a lot of 32 mm plate. They can pen 25 mm already though. It's not worth it on ships with bigger guns because their HE pens all common armour already.

In general, if you find it easy to switch between HE and AP as appropriate you won't gain a huge amount from IFHE though.

Removing manual drops form all CVs might be the right way to rework CVs. Without manual dros, they'd no longer being able to just blob up planes and slam them 100 meters away from the target, which is the main issue now.
Forcing CVs to setup squads on both sides to ensure a hit on a moving ship would be fairer and make more sense.

With that implemented, AA power could be scaled back to reasonable levels.

Such is the life of Mikasa.

The best way to fix the actual game mechanic is not by removing or reworking the actual features but by simply limiting certain ammunition types just like WOT does (or did?). As example, by limiting the amount of torpedoes of the CV's can use per match would greatly balance the amount of potential damage and will force the player to actually use teamwork for planning an attack.

This can also decrease the percentage of torpedoboat friendly fire and can be further developed to include nation-based bonus and cons (like burgers having more but they do less damage).

Personally I've had experience of both frontal turrets being removed in a single salvo. The turret turning rate is abysmal, and bringing on bear the X turret takes ages, and even then you have to expose your side since the X turret can't get closer than 36 degrees (or something like that) to the longitudinal axis of the ship.

No, need reason at all for sustained grinding. It takes too long and if the randoms suicide, you make no rewards whatsoever.

You can do 25 co-op games in the time it takes to do 10 scenarios, and there's no better pay in the scenarios unless all of them were high star victories. If even 1 or 2 are defeats it's a total waste.

The one and only upside to going back to scenario that you already have stars on is they are less individual games, which means if you have like +100% win-of-the-day, then winning a scenario will give better pay than playing 3 co-op and getting +100% to one and no bonus to the other 2 matches. Also since you play less matches per hour, it uses up only a 3rd of the flags if you ever run grinding flags in PVE.

Though if the daily and flag bonus is high enough, you make even better rewards by just running PVP so I don't even bother.

The french 3-5 are overpowered, especially the 5 which outruns destroyers while out-gunning battleships even in open water by just stepping on the GAS GAS GAS and dodging 30 volleys of shots in a row.
Cruisers are no threat as all their bullets are too slow or low damage and number to be an issue if you just kite away shooting.

It's just teaboos crying, bitching and moaning. Their shit BBs haven't nearly sold as well as Tirpitz or Scharnhorst. WG just knows where the money is. Besides that, so far they look unimpressive and unimaginative. Radar on them is nice, but so far their armor seems paper-thin as fuck. On top of that, they just seem slow as all fuck as well.

In short: Nothing about them seems exceptionally fun. Radar seems to be more of a problem for other RN CLs than for actual DDs.
