Well LB top can't really do anything against tanks which is why she is not played in a pro setting at top. But Jayce top is a thing. LB can't win lane against a tank but Jayce can and has been shown at lck with frevor/botrk/bc Jayce. Lb strength is to dominant lane against squishes which exist in mid mostly and then roam but with top she can't roam well. Moreover Jayce can pressure the tower top which is always nice for a top lamer to do when the enemy top lamer has used to with his ranges form w into his hammer form then w for that extra attack speed.
