You can put temperings in both and it will increase both the physical and the bullet/arrow damage. It can work with both in PvE, but as a rule for PvP you are gonna have to pick one and keep to it.
I would say go for a SKL Simone using the arrows as a long range pickoff tool, rather than the full meat of your build. They still get some good damage off regardless of gems, but your will actually have to out play your opponent to beat them rather than 50BLT arrowspam.
