Martyr has scaling, but it also requires the healer taking attacks to make use of, and works best with stacking HP from A skill and Seals in order to actually take a hit. But since it also heals the healer, you can't reuse it easily without using the healer as a meat shield again, especially if you combine it with Live to Serve 2/3 in order to heal to full every time.

It doesn't make sense for Silence to affect things like Reposition though, those aren't magic based skills. Sing/Dance and Dragon Breaths being shut down is fine though, MAYBE Rallies but that's stretching it.

-2 seems a bit weak, though it can at least interfere with some things at the cutoff point.

Halved HP doesn't refill when unhalved in most games with that kind of effect, you'd still be doing upwards of 15-20 damage that couldn't be healed for a turn and prevents low HP B skills from working. Both of those are incredibly nasty to deal with. Nevermind the sheer number of things put into 1 shot range with their max HP halved. Maybe 30% at most.

-2 is good if your ally is only 2 points away from doubling a unit.

The catch is that because of this recent Gold banner, more units are getting Distant Counter, especially Armours who would be the main target of this weapon. It's extremely risky for most Healers to tackle a physical unit to do this. For squishier units like Mages, they have a different weapon with a different effect to work with.
