Here's the best way to vent your frustration if you're losing due to very bad teammates.

1.) Just wait until the end of the game. I know you don't want to wait, that you want to shout at your computer and tell them to kill themselves in chat right now, but trust me. Just wait it out, there will be a pay off.
2.) Get to the post-game score screen and wait for them to leave the score screen
3.) Send a friend request, tell them to kill themselves and that they should quit LoL/that champ they played forever.
4.)BLOCK EM and maybe even report them now for good measure

You won't get in trouble because they lost the opportunities to report you as soon as they left the post-game score screen. Works every time.
