Just started playing this game recently and one thing I've noticed is that people rarely talk. I remember that you'd struggle to go a few minutes without seeing at least one person talking, now you'll struggle to see anyone talk at all and the world just feels dead. Personally I think the quickest way to do this is to practice mostly against other humans, but a lot of people still try to achieve this via pvm and skilling content.

I would suggest just finding people who are somewhat open to teach you.
Even if you can't find the ideal teachers, just go with literally any group of people that can complete it with or without you. Listen to their communication and watch what they do, and its not very unlikely other people wouldn't just be willing to explain it to you. Voice communication is ideal.

Start with the tourist trap +gnome quest that should get you to 30 from there get 50 fishing and start barb fish, get whatever fishing level you want there so when you do have to start training agility you already have a decent course

Pretty much since the start of RS2. Cheating had been a thorn in Jagex's side since the early days of RSC, back with AutoRune and RuneBot.
