I did play when this game first released.
McCree had a tankbuster status for a while Then they gutted FTH
Also, It was high noon too often even though it never killed anything and was very counterable so they nerfed that too.
Then he was a half sniper and then they gave him mad falloff.

The reason the misconception exists is because D.va has an advantage over Pharah, because her DM eats everything and her shots make it easy to hit her. I would not call her a counter though, the advantages she has on Pharah are the same as any other hero. Winston is just as much as a counter by that logic, though. He can block her shots and chip away at her but that's not a counter, it's more of a neutral battle.

if Pharah focuses the D.va it's often a waste of time; she'll either Matrix it or fly to safety where her Ana/Mercy will heal her to full and get tons of ult charge

D.va eats everything Pharah has (including Concussive Blast) essentially for free; Defense Matrix is a low-cooldown spammable ability. Winston cannot do this. If he puts down his barrier, the rockets do a considerable amount of damage towards breaking it (if her team is focusing) and a Pharah ult will melt it in seconds

Not too significant. 5% reduction in his gun-only damage, from 200 dps to 190 dps (not counting reload time). It mainly affects duels with Pharah, people he's shooting with Tactical Visor, and others you're unlikely to be landing a helix on. Ignoring crits and damage falloff with range, you can kill a Pharah with 10 twenty-damage bullets. On the PTR it will take 11 bullets.

The biggest thing they could do is slow down his biotic field. Right now it's 200 hp over 5 seconds, which is more healing per second than Zenyatta or an amped-up Lucio. They could slow it down to 200 hp over 10 seconds (or somewhere in between).

It takes her over 4 seconds just to take down a Winston barrier, and it only lasts 6 seconds anyways. It takes her, by herself, 13 seconds to do 1800 damage, 2.5 seconds to reload, then 3 more seconds to destroy Reinhardt's barrier, 19.5 seconds total. If the enemy is allowing her to stand there and blaze nonstop for that entire time then they all must have died at their keyboards.

All the damage nerf does is make it even harder for Orisa to defend herself and support the team. Allowing her to place a barrier every 8 seconds does absolutely jack shit nothing to help her survivability because the barrier still has only 900 HP, is still smaller than Reinhardt's barrier, and she still has only 400 health and a 4-second 50% damage reduction every 10 seconds.

She was in a bad spot before. Now she's utterly useless.
