Because he only pushes hard, that's all he's good for. He gets shit on by a lot of toplaners, especially all juggernauts which are very popular in soloq. Even Garen shits on him despite the cage. You can only trade properly when all your cooldowns are up and you have some graves ready to summon ghouls. Maiden just pushes a lane and has shit hp, gets targeted first by turrets and dies very fast. Ultimate has a long ass cooldown, too. If you don't have the ulti up for a teamfight or to contest some objective you give up a lot of your damage because of no ghouls.
On top of that he's a worse splitpusher than every other splitpusher I can think of. Yorick is still win lane, lose game. You can be 8/0/X and will still have trouble being relevant unless all your lanes won.
