Honestly it is much better than MoP and WoD but I think i'm just done with WoW, for the time being atleast.

I've got both a Warlock and Mage at 110.

Warlock's feel solid. You're one of the best solo classes. The Warlock Class Hall is simultaneously atmospheric as fuck (It's a massive fel asteroid with an army of demons, a succubi harem and void portals), and awkward as fuck to navigate. Damage and survivability is geat in raids, especially as Affliction. I don;t even need healing for most of fights, and the amounts of mechanics you can flat out ignore with Soul Leech, Healing and (possibly) Prydaz is dumb. Downside is, you're slow as fuck. You can just about keep up with a mage, if you burn 4% of your HP a second.

Mages are squishy fucks and their class hall looks no different from the rest of Dalaran. Khadgar is also pretty much a permanent occupant, so if you don't like him, that's great. Raidwise, they're fine, if lacking shitloads of self-healing and shielding, they can at least cheese some mechanics with Ice Block.

I have Shoulders and am using pic related talent setup.

Is there any point to focusing on closer to 100% uptime on 3stacks of Dire Frenzy? I feel like I would be better off using Dire Frenzy on CD just so that I can get to Bestial Wrath that much faster (As opposed to holding Dire Frenzy for 3-4s so that I can refresh Dire Frenzy buff and still have it back off CD before the buff drops.)

TL:DR Use Dire Frenzy on CD or Stagger it to fish for buff uptime?

but honestly depends on what race you like and if you enjoy the animation and how armor looks on them, warlock got some of the best sets.
I like dwarf female because they are not tall but you can still see the armor well on them.

Humans are a good fit for warlocks and anything will look good on them, undead are perfect too since they are edgy looking.
