He's only one speed behind the fastest dagger user(Felicia), but unfortunately all dagger users have garbage mt on their weapons so having the second highest attack does him little good. With the dawn of Defense maps on us, healing is actually becoming more usable. Considering that Lucina doesn't use a staff and can heal herself as well as others, she's easily a prime candidate for Defense maps and for supporting units in Offense as well. If you'd like, Reciprocal Aid can be used for HP-skill based shenanigans.

Statwise, she is simply Ryoma but better invested. More speed (+1 point makes a difference) and more HP is better than useless res that will get Ryoma killed anyway and mediocre defense.
This, then, means that, aside from killing some mages and archers as easily as Ryoma does, Lucina performs almost EXACTLY the same, if not slightly better in combat against everything else. I'm not saying she's better than Ryoma, but their roles are certainly different and she has her own merit to be considered at least top 3.

The basic idea is that, when Ike is attacked and Heavy Blade is allowed to activate, your Noontime/Sol will instantly activate on the second hit, and heal him back to (almost) full. So, against a fully levelled Ryoma with a +Atk/-Def nature and Life and Death 3, attacking into us:

- Stop within 2 range of the enemy Ryoma to trigger Threaten Attack 3.

- Ryoma Attacks, dealing 18 Damage, +1 to Charge.

- Ike Attacks, dealing 33 damage, +2 to Charge from Heavy Blade, Noontime is ready.

- Ryoma Attacks, dealing 18 damage.

- Ike Attacks again, activating Noontime, dealing 33 damage and gaining 10 HP.

Result: Ryoma dies, Ike loses 26 HP, leaving him with 16 HP, though Quick Riposte is disabled for now.

This is the absolute worst case scenario for this setup that is likely to be run on a Ryoma (Swordbreaker will end you still, obviously). A Fury 3 Ryoma will deal 22 damage total to Ike, and still die, and without those two skills or Swordbreaker, Ryoma gets doubled and does a measly 4 damage.
