Yeah, Valeera isn't good on BoE because her siege, poke and single target pve damage is shit. She's still playable, just get a pick and run the enemy team over, but there's map objectives some heroes are just not well adjusted to.

She is hard to play well because she is a short range flanking mage, but she is fine. You need to play her differently from a normal mage who just sits back and spams long range abilities, you have to play more aggressively on her.

She has no mobility except for Bolt, so positioning is really important with her.
If the enemy catches you you are as good as dead, because she has not a lot of health. That said, every ability of her slows, so if you run away try to hit chasing enemies with the cone or a bolt to slow them.
Also, everything does more dmg to targets who are affected by her slow. That means you should try to hit them with a bolt before using cone or blizzard on them for maximum dmg.
Take the elemental if you dont feel comfortable enough with the ring. If you take the ring, don't place it directly on the enemy, because only the outer part stuns them.
And as the other anon said, her ability range is pretty low, so you have to play a bit more aggressive than with any other mage

You could test it out a bit by going stealth in QM, you'll always get a stealth in the enemy team, then just experiment with the settings.
That aside, it really doesn't need extra fps unless you're on a toaster. Even pros at tournaments don't turn down their settings.
