You mean Akiba's Beat? The problem is mostly the fact that it's not Akiba's Trip, and people hate just because of that. Vitagen hates it even more because they suddenly hate XSeed who's localizing the game.

The game itself is also pretty low budget, probably even lower than Akiba's Trip. Enemy variety is even worse than Neps. And the combat feels more button mashy than the usual Tales, especially on higher difficulties where the enemies are just literal damage sponges (Tales is like that too, but it's still better than Akiba's Beat).

But it does have pretty likeable cast and more story than Trip, at least for me. Heck, since people love to compare this with Tales, I'd say I enjoyed the cast and story more than Hearts R.

Also that music-based part is pretty hype indeed. Makes the game even more button mashy, but still cool.

It could always be something stupid holding it back like they're having licensing issues with Marimo's cosplay of Morrigan from Darkstalkers so they'd have to change it, which would require going back to Age since Degica didn't program it themselves, getting it changed, then recertifying it after getting it rated again. I don't resell but I also don't open LEs until I'm ready to play them. Even if I've been dying for the game I try to beat the games I'm currently playing at the time and move onto the next one I had planned before moving onto anything else. If the LE I bought gets a sale somewhere I usually pick it up and keep the LE unopened. Otherwise I open it up and play the game.
Or I just don't open them up at all like the Nep games and Senran

I think xseeddude said a long time ago that if you do that and they do have some left over, that they can include that in your package for you so you pretty much get the full LE from them.
