Fusing Arcana X with Arcana Y will always get you a Persona of Arcana Z. The level then decides which is the Persona of that Arcana you'll get, though I don't know the formula by heart.

Then there's triangle or more fusions. With those Arcana doesn't really matter at all.

Basically, there is a set of combinations for each of the arcana. Fusing those two combinations will net you a Persona of the resulting arcana. The game will then average out the levels of those two Persona and find the closest one to it from the list of Personas for that arcana, and that's your result.
It's way too much effort to bother with, but that's the process.
Just experiment and find what seems viable, and make sure to compensate for whatever elements your party members won't cover.

It feels like it was designed for NG+. It's far too restrictive in EXP and money to feel very fair or enjoyable on a first playthrough, and the crit multiplier is just fucking dumb since you can end every fight in one turn to start with and can't recruit shit. But with carried over weapons and the compendium, I can see it actually being quite fun since you'd be forcibly underleveled but still have the means to persevere.

It gets better, but this is just the sort of game where if there's story stuff happening, you don't get free time for that period. There are a lot of skills you unlock to make the most use of your time though, like Chihaya's boosting relationships without using time, and Sadayo letting you come back from a dungeon but not be tired, so you can do something else in the evening. For what it's worth, P5 is actually the most lenient of the lot (barring Golden) when it comes to maxing all s.links in a single playthrough. I couldn't imagine doing P3 or P4 without a guide, but I maxed everyone on my first playthrough here without even using one, and just knowing a few tips.
