Because they wouldn't be able to make cards that put your opponent's stuff into the battlefield. Think about it. Not only would dirty rat be fucking awful, imagine pulling your opponent's kazakus and then they stall out your turn by making the potion. Or do you start a new timer for their turn? They can still rope you on your turn in that case. And they get to craft it/use discover effects/use choose effects in response to what you're doing in the middle of your turn.

It's better this way. It'd be so awkward if battlecries triggered on put effects.
