That's Ryuji's rank 7 skill. Makes it so that when you get a chance attack on enemies of a substantially lower level than you, instead of an encounter - they just die immediately and you get a Persona, but no money or EXP.
For the most part, as long as you're not incredibly overleveled, this will never even happen in story dungeons or the most recent segments of Mementos, aside from maybe a few rare occasions. It's just when you're up against lower level stuff.
It does make grinding harder I suppose - but frankly there are better methods to grind that aren't affected by this anyway, like the Reaper exploit.
I'd just advise saving before getting his co-op above rank 7, and going back and leaving it if you find the skill annoying, but I doubt you will.

I don't really get the desire to set the language to JP when people themselves don't speak any Japanese.
In my opinion, a lot of nuance is lost with subtitles. Sure the voice-acting is more authentic in japanese, but to me it isn't worth the sacrifice of not just being able to listen to the conversation as it's happening and the characters responding to eachother. It helps that the US dub is pretty damn great.

It's not like the Kaitou Channel comments containing real-life memes every once in a while is something that's exclusive to the localization. I don't have that specific comment on hand (the comments change pretty often, and it takes a fair bit of waiting to cycle through each new set if you want to see them all), but there's plenty of comments even in the JP version that are basically 2ch shitposting/memes.

It's not even like "I've been waiting for this" is a line only Akihiko uses - there's a character with that exact same line (この瞬間を待っていた!) as one of the things he says when starting an all-out attack in P5.

He's available, though he's a fairly lategame Persona (level 67, IIRC) and not available by recruiting him as an enemy, so you'd have to fuse him (Hanuman + the treasure demon from the casino is probably the easiest way to do that, though there's a few other combinations that work).
