Question, would you say Goro is a mentally strong character? I'm not saying what he did was right, but he was certainly very devoted to his cause and was even prepared to lose his life for it. I really liked him despite being an antagonist because of the strength he exhibits. Adachi had none of that.

Yeah, I think it's pretty safe to say he has a hero complex (or at least *had* one previously, with shades of it still remaining now). Aside from what the other anons mentioned so far, Soejima mentions in the official design works book's comments that his prince outfit (among a few other details) is supposed to give off the impression of being an ally of justice (正義の味方, a phrase I've seen used pretty often for hero types), and Robin Hood's apparently supposed to have the image of a superman-like hero who personifies justice.

He also tries rationalizing most of his targets as just being evil influences who he dealt with by giving them a taste of their own "eat or be eaten" philosophy, compares his own actions to the PT's (who he sees as vigilantes, but in the 6/10 TV show also notes that he'd want heroes of justice like what they're claiming to be to exist), and his last request to the PT isn't carrying out his revenge in his stead but putting an end to his crimes in his place.

He also seems to regret going down the path he did (one of the things he mentions envying about Joker is that he's not by [the actions of] who he used to be or the human relations he has, and there's two scenes where he seems to regret not realizing the method for reforming people using the palaces sooner, with Sae even noting in the first that it's rare for him to talk like that when his outburst happens), so he still seems to have a bit of a conscience that isn't fine with the path he took (possibly because that hero fixation does give him a fairly strong sense of justice, despite his own actions).

I don't think he even considered killing Shidou. Even before the first boss fight, the only things he mentions are wanting to whisper who he is to Shidou once he recognizes him as his indispensible right hand man, and that he'll take responsibility for Shidou and thrust him into a LIVING hell (生き地獄). If we're counting what he says after his second boss fight and how aware he is of what would happen if Shidou confesses (plus him not actually planning past his revenge, as evident from an earlier scene between him and Shidou), it's pretty likely that that "living hell" would've involved outing Shidou's crimes even if it would've screwed him over too.

It's possible he would've taken things too far if he got caught up in a moment of rage, of course, but it doesn't seem like outright killing Shidou was something he seriously considered based on what's been revealed in the game so far.

He was enraged enough over the PT to berserk himself so I can't see him as being in a fit mental state to fight Shidou. The whole "Goro should've confronted Shidou" thing just felt wrong to me but anons on /pg/ were insistent about it. He was in poor shape by that point, but if he'd gone back to being the obedient puppet Shidou saw him as and shot the PT instead, he would've been allowed to leave, and thus could recover and try to handle Shidou's Shadow (and his cognitive counterpart) on his own with what little time he had left until Shidou's inauguration. Hell, he could've even allowed the PT to switch places with him to stall for time until he could fight back, technically.

But he made the choice to shoot the shutter switch, cut himself and cognitive Goro off from the PT, and use his life to give the PT a chance to get away and stop Shidou in his place, and that's plenty significant at that point.
