Actually they do. They make sure to save the best and feed the bad ones to that one. If they didn't care about IVs, they would merge like idiots and end up with some monster -Attack/+Res unit.

Whales tend to not "care" because they are shelling out the money, but I am pretty sure they have feelings to and they would surely want to be able to +10 in the least amount of orbs possible. Just because a whale can get a unit to +10 doesn't mean jack shit when this is a gacha game. They want everyone to pour in money. They can't have that if a very fundamental reason to roll is taken out. Not every whale's first few draws of a character will have perfect IVs, and maybe some unfortunate person will have a +9 and still not have the IVs they want.

Should I feed my +spd -Hp Camilla into my +atk -res one, or the other way around? I don't think I can salvage her 25 base speed without a Hinoka. I know a banner for her is coming up, but I dropped my 238 load on this banner. Too bad my Xanders are all shit (although, he is too). My Lucina is okay with +hp-res, though. So, I'm pretty happy.

Good enough, you shouldn't be worrying about 3 less attack when you have a book that spikes your offensive output by up to 12 more. Fury will cancel out the drop while adding 3 more speed, which should be more than enough to double anything you can't one shot.

I have Nino 5* with neutral IV w/ fury3/desperation3/moonblow and she's still OHKO units.
She gets like 50+ dmg with my Eirika, Nino, and Azura and tends to 1v3 most arena battles.
She can survive at least 1 hit from a physical attack at full health thats not red and can take hits from green/blue tome very well
